Is the country's high school ready for the training of young people with disabilities, what are the main difficulties such students have during their studies - these and many other questions, concerning obtaining diplomas by people with disabilities, discussed at the February webinar (internet conferencing), organized by the staff of the Moscow City Psychological and Pedagogical University. In Nizhny Novgorod, this plan has its own positive experience., which our universities are always ready to share with colleagues.

Center for blind and hard of hearing students

Students with disabilities are in many Nizhny Novgorod universities. Among the leaders in this indicator, Nizhny Novgorod State University. AND. Lobachevsky. Today it is trained here from above. 60 hearing impaired students, of view, musculoskeletal system or other health conditions, and almost a quarter of them are freshmen. Social faculties are popular with this category of students., several hearing impaired students study at the faculty of the FCC, and with the advent of the institution of human rehabilitation, the direction “Adaptive Physical Culture” is of interest.

A good assistant for the visually impaired in the development of higher education programs is the Information Center, organized almost 20 years ago. At one time, the initiative to create the first specialized university computer center in Russia for people with severe visual impairment was made by the Nizhny Novgorod regional center for social, labor and psychological rehabilitation of the visually impaired "Camerata". UNN leadership supported and significantly expanded the initial plan. And now the "Tifloinformation Center of the UNN" is not limited to the framework of one university - it can support all blind and visually impaired students and graduate students, students in universities and colleges of Nizhny Novgorod.

- Today in NNSU the initiative of the emergence of a sign center was born, to create comfortable learning conditions for students with hearing impairment or complete loss of hearing. A promising partner of our university in this work will be MSTU named after N. E. Bauman, - said Alexander Surin, Head of the Resource Center for Inclusive Education, UNN. - Accordingly, the task now is to provide comfortable conditions for students with disabilities, studying at the university at different faculties.

Taking on learning disabilities, higher education institutions are forced to take care of creating an accessible environment for them. The process is not easy and time-consuming..

- Almost all universities in Nizhny Novgorod are located in old buildings, therefore, with the creation of an accessible environment, the situation is difficult, - states Andrey Bulanov, Chairman of the Nizhny Novgorod Regional Public Organization of Cultural, of social and labor rehabilitation of disabled Opornik and wheelchair users. - During the reconstruction and construction of new university buildings, these issues are taken into account as much as possible.

- The work of UNN in this direction is also underway. The university’s specialized services have developed projects for the re-equipment of old buildings to create an accessible environment in them, in particular toilets, entrance groups and ramps. This is a definite step forward., despite the difficult technical features of the cases, many of which were built over fifty years ago, - added Alexander Surin.

If a disabled person does not study remotely, then he faces another acute problem - how to get to the university. Andrei Bulanov recalls, like a stroller Elena Voronova, being a student of UNN, traveled by public transport from the Southern Highway, where does he live, to Bolshaya Pokrovskaya. Low-floor transport in the city is not enough, and, to get to class, Elena had to wait about an hour in the cold for her bus.

Current students with disabilities are much more fortunate.

It's not about benefits, and about special rights

And for those, who were not afraid of possible difficulties, who decided to try their luck this year as an applicant for one of the Nizhny Novgorod universities, some practical advice from the lawyer NROOI "Invatur" Dmitry Balykin. By the way, he himself is blind, graduated from the law faculty of UNN with honors!

As Dmitry notes, according to article 71 Federal Law “On Education in the Russian Federation”, citizens with disabilities can take advantage of state-accredited undergraduate and specialist programs, in particular, the right to admit to the so-called budget places within the established quota:

- Children with disabilities have this right, invalids I and II groups, disabled since childhood, persons with disabilities due to military injury or illness, received during military service, which according to the conclusion of the federal institution of health examination (ITU) training in appropriate educational institutions is not contraindicated.

According to the lawyer, annually the educational organization sets a quota for disabled people to budget places in the amount of not less than 10 percent of the total number of citizens, students at the expense of budget allocations - federal, regional and local.
