The paper presents the results of a study of the causes, hindering the involvement of people with disabilities in active work. Shown, that the prevailing "medical" approach to solving the problem, according to which people with disabilities, usually, a limited list of low-skilled and low-paid vacancies is offered. A transition to a “social” approach is proposed, where the applicant is considered, first of all, as a competent and in-demand specialist, for whose involvement in labor activity it is necessary to eliminate a number of barriers: physical, psychological, social.
