In just a few days, specialists from the Institute of Urban Environment of Nizhny Novgorod, who oversaw the public consultation, organized a chat in Viber with local residents, to which representatives of the designer were invited (LLC "RegionProject") and Deputy of the Legislative Assembly Artem Baranov.

It turned out, that the auction for lighting is handled by the MP "Engineering Networks" - an enterprise, established by the administration of Nizhny Novgorod. There is no mistake - in the terms of reference for public procurement there are lights "Martini" or similar - not corresponding to the final project. For several days, activists tried to figure out, which model has already been installed in half of the square, but unsuccessfully.

Deputy Artem Baranov, who managed to reach the MP "Engineering Networks", wrote to residents in the chat:

 

Here, what did I find out: the project can have any lamps. In general, only criteria for lamps are prescribed there., and not the form and kind itself. Everything else - 44-FZ, that is, competitive procedures. <…> In certain cases, additional architectural documentation is prescribed, with drawings, capacities and other things. We didn't have that.

On the proposal to draw attention to the problem of more specialists, Baranov noted:

 

Yes, everyone already knows about, that these lights do not suit us! That's it? All as one: "Nothing can be done", 44-Federal Law and others.

Acting joined the work. Head of the Kanavinsky District Alexander Kulagin. He met with residents and promised to monitor the activities of contractors. Despite the deadline according to plan 1 October, Kulagin informed, that they want to accept the object by the City Day 15 August. Tiling is just beginning in the park today. Will they manage to do everything efficiently - time will tell.

How this story will end is unclear. Why the documentation in the lighting auction did not match the final, agreed with residents, also unknown.

One of the activists told the news agency "In the city of N", what if the gardeners of the park do not meet the residents, then they are ready to defend the square in court and seek help from supervisory agencies.
